Plumbing Repair Quote Checklist
When you get a quote for a plumbing repair, it can be hard to compare offers. This checklist covers the key questions to ask so you can understand what's included and what's not.
1. Assessment and Call-Out Fees
Some plumbers charge a fee just to attend your property and diagnose the problem. Others may include this cost in the final repair bill. It's important to ask upfront if there is a separate assessment or call-out fee, and what it covers.
- Is there a call-out fee?
- Does this fee cover the initial diagnosis?
- Is the fee waived if you proceed with the repair?
2. Scope of Work
A clear quote should detail exactly what work will be done. For a blocked drain, does the price include both diagnosing the issue with a camera and clearing the blockage? For a hot water system, does it cover repair parts and labour, or just an initial assessment?
- What specific tasks are included in the price?
- Does the quote cover diagnosis and repair, or are they separate?
- How will unexpected issues or additional work be handled and approved?
3. Parts and Materials
Ask whether the cost of necessary parts and materials is included in the quote. A price that seems low might not include replacement parts for taps, toilets, or hot water repairs. Confirm if the parts are from a reputable brand and if they come with a manufacturer's warranty.
4. Exclusions and Access
Find out what isn't covered. Common exclusions include repairing damage caused by accessing the pipes, such as cutting into walls or digging up landscaping. Ask who is responsible for these 'make good' repairs and if they are included in the quote.
5. Licensing and Compliance Certificates
In Victoria, plumbing work must be performed by a suitably qualified practitioner. Only a licensed plumber (not a registered plumber) can issue a compliance certificate. This certificate is legally required for certain jobs, including:
- Any plumbing work valued at over $750 (including appliances, materials, labour and GST).
- Construction, installation or alteration of below-ground sanitary drains.
Check the individual's current accreditation for the class of work proposed. See the BPC registration guidance and certificate rules. These questions are useful when comparing work, not a prerequisite to enquiring.

Questions and Answers
What's the difference between a registered and a licensed plumber?
Check relevant class-specific accreditation. A registered practitioner can carry out work in their registered classes but cannot issue compliance certificates. Certificate-requiring work must satisfy the licensed supervision and certification rules; ask who will issue the certificate.
Do I need a compliance certificate for a minor tap repair?
Whether a certificate is required depends on the proposed scope and total value. Ask the practitioner which rule applies rather than deciding from the repair name alone.
Should a quote for a blocked drain include a camera inspection?
It's a good question to ask. Some quotes may cover only the clearing of the drain, while others might include a camera inspection to diagnose the cause. Clarify if the inspection is included or if it's an additional cost.
